Pre-Feasibility Study on the Jordan-West Bank-Israel Humanitarian and Economic Corridor, Aid Hub in the West Bank, and Route for Re-development of Gaza.
Terms of Reference (TOR)
EcoPeace, a renowned environmental organization, is initiating a transformative project aimed at establishing a humanitarian and economic corridor connecting Jordan, the West Bank and Gaza through Israel.
The proposed Jordan-West Bank-Israel Humanitarian and Economic Corridor aims to enhance regional cooperation, economic development, and humanitarian aid distribution in a conflict-affected area. The project envisions establishing an Aid Hub in the West Bank, which will serve as a focal point for coordination and distribution of humanitarian aid. Furthermore, the re-development of Gaza is a critical component, involving potential expansions in the Gaza seaport, airport, and other infrastructure tracks with international integration.
Given recent progress towards establishing the Aid Hub and the broader corridor, it is essential to incorporate considerations for facilitating “Day After” plans, which focus on post-conflict reconstruction and sustainable development.
EcoPeace Middle East is implementing the project “Advancing Climate Resilience Area C Solar Power for Gaza and West Bank and Regional Water Security, co-financed by the European Union (EU), and needs to complete a pre-feasibility study that has the following primary objectives:
The primary objective of this consultancy is to conduct a pre-feasibility study for the Jordan-West Bank-Israel Humanitarian and Economic Corridor. This includes assessing the viability of the Aid Hub in the West Bank and outlining a comprehensive route for the re-development of Gaza. The study should explore the potential for expansion of the Gaza seaport and airport, and other infrastructural tracks, ensuring international integration and sustainability.
This TOR is designed to ensure a comprehensive and integrated approach to assessing the feasibility of the Jordan-West Bank-Israel Humanitarian and Economic Corridor, Aid Hub in the West Bank, and the re-development of Gaza, incorporating vital considerations for future sustainable development and post-conflict reconstruction.
The study is expected to commence on July 25th ,2024 , and conclude by Maximum September 5th, 2024.

Pre-Feasibility Study on multilateral framework agreement for importing renewable energy from Jordan to the Palestinian West Bank, and the wheeling of renewable energy.
Terms of Reference (TOR)
For the Engagement of a Consultancy team to Conduct a Study on the pre-feasibility of a multilateral framework agreement for importing renewable energy from Jordan to the Palestinian West Bank, and the wheeling of renewable energy (mainly produced in solar farms in area C of the West Bank) from the West Bank, through Israel, to Gaza. This, in order to strengthen the Palestinian energy sector and the reconstruction efforts of Gaza on the day after the war ends. This pre-feasibility study would lay the foundations for a broader feasibility study suggesting a new mechanism for collaboration between Palestine and Israel as a part of the Palestinian effort to unify and upgrade its electricity grid and transiting into renewable energy sources.
EcoPeace Middle East is implementing the project “Advancing Climate Resilience Area C Solar Power for Gaza and West Bank and Regional Water Security, co-financed by the European Union (EU), and needs to complete a pre-feasibility study that has the following primary objectives:
- Examine the current status of the Palestinian energy sector (legal/regulatory and technical).
- Point out the challenges for fulfilling the suggested goals at the political and technical levels.
- Lay the foundations for a broader study that would present a holistic suggestion for a change in the Palestinian energy sector and the energy aspect of the Palestinian-Israeli relations
