Jordanians, Palestinians and Israelis gather for a regional advocacy meeting

From February 4th to 6th Friends of the Earth Middle East held the largest event so far within the framework of the TAP project (Transboundary Advocacy of Parliamentarians). 47 residents of 24 communities in Jordan, Palestine and Israel came together at the Dead Sea Spa Hotel in Jordan for lectures and discussions regarding regional water issues and their political context, as well as training sessions for advocacy. Michael Alexander, Israeli coordinator of the TAP project, reflects on the successful meeting. An English summary can be found below and is contributed by Caryl Tuma, intern at FoEME’s Amman office.

בסוף שבוע שעבר קיימנו את האירוע הגדול ביותר עד כה בפרויקט הסינגור: סדנת לובי (שידול) אזורי — Regional Advocacy Workshop. במפגש השתתפו 47 תושבים מ-24 קהילות בישראל, פלסטין וירדן, בנוסף לצוות ידידי כדה”א ממשרדי תל אביב, בית לחם ועמאן, ויועצי הלובי של שלושת המשרדים. בחלק השני של המפגש התחלקנו לחמש קבוצות עפ”י משאב מים משותף (קהילות ים המלח, נהר הירדן, אקוות ההר) כדי ללמוד ולתרגל איך להציג את סוגיות המים של כל אזור.

למפגש היו כמה מטרות:
א. ליישר קו בין הפעילים היותר ותיקים לחדשים, מבחינת הבנת משקי המים באזור ומבחינת המסרים שאנו רוצים להעביר לפוליטיקאים.
ב. להכיר את סוגיות המים של כל הקהילות, לדון ביחד על בעיות מים משותפות אך גם להבין את ההבדלים הגדולים בין מציאות המים הישראלית, הפלסטינית והירדנית.
ג. ללמוד על ההקשר הפוליטי בישראל, ירדן וברשות הפסטינית, ואיך עושים לובי למים בכל הקשר.
ד. לתרגל מפגש בצוותים מעורבים (ישר-פלסט-ירדני) עם פרלמנטרים ישראלים, פלסטינים וירדנים.
ה. להכיר אישית את השכנים מעבר לגבול.
ו. להינות!

לכל אחד מהיעדים הללו הוקצב זמן ולכן הלו”ז היה די אינטנסיבי!

ביום האחרון הגיע חבר פרלמנט ירדני, חבר בועדת המים והחקלאות בבית הנבחרים, והתושבים יכלו לתרגל “על אמת” איך מעבירים את המסרים שלנו לנבחר ציבור. הוא נפגש עם הקבוצות של ים המלח ונהר הירדן, הקשיב והגיב, ואף ביקש להיפגש עם קבוצות אקוות ההר — למרות שאין שם ירדנים – כדי להתרשם משיתוף הפעולה בין הישראלים לפלסטינים. בסה”כ הוא מאוד התרשם ואף שאל “מדוע לא הזמנתם גם חברי כנסת, ופרלמנטרים פלסטינים”?י

במפגש הזהעלינו מדרגהבפרויקט טאפ: עד כה הכנו את הקרקע באמצעות הכרת סוגיות המים אצלנו ואצל השכנים בסיורים והרצאות, דיברנו על אפשרויות הסינגור ואף סייענו בהקמת לובי בכנסת לנושא המים ונפגשנו עם ח”כים. פגישות דומות התרחשו בצד הפלסטיני והירדני. אולם רעיון הפגישות המשותפות שהוא בליבו של הפרויקט (“שידול חוצהגבולות של פרלמנטרים”) נראה תיאורטי לאור המציאות הפוליטית באזורינו.

לאחר המפגש האחרון, אנחנו בצוות וכן תושבים רבים (לפי מה ששמענו) מאמינים שזה אפשרי – ואף חיוני — כדי לשכנע את הדרג הפוליטי לחשוב “מחוץ לקופסה/מעבר לגבול” בנושאי מים.

ומה בהמשך:
כבר בשבוע הבא אנו מתחילים לתכנן עם היועצים האסטרטגים שלנו את הפגישות שנבקש לקיים עם פרלמנטרים ישראלים, ירדנים ופלסטינים, להעלות על סדר יומם את המסרים שלנו. לכל פגישה הרכיב צוות מעורב ישראלי-פלסטיני-ירדני –דבר שלא נעשה לעולם כאן, ואנחנו נעשה את זה!

ברצוני להודות לכל המשתתפים שתרמו בהשתתפותם למפגש מוצלח.  הישראלים ביחד עם המשתתפים הירדנים והפלסטינים, היו המפתח להצלחתו. במציאות הרגישה שלנו זה לא דבר מובן מאליו!

FoEME’s Amman office recently hosted TAP residents from Israel, Jordan, and Palestine at the Dead Sea to discuss the water realities in their communities, and to devise regional messages to approach the decision makers in their respective countries to with these issues.

Around 80 participants arrived to the Dead Sea Spa Hotel on February 4 and that afternoon listened to presentations on the water economies of the three countries and on the goals of the Transboundary Advocacy of Parliamentarians Project, which is to advocate with decision-makers in each country for regional solutions to water problems and for appropriate policies regarding shared water resources.

On February 5, the day began with presentations on the political systems of Jordan, Israel, and Palestine, so that residents could understand the process of law-making in each country and the most effective people to lobby.

The residents broke into small groups according to their shared water resource to discuss the water difficulties they face in their communities and to come to a consensus on a regional message for their shared water resource. For example, communities in Israel, Jordan, and Palestine that are located close to the Dead Sea spoke with one another, and groups that live further north on both sides of the Jordan River discussed their shared issues. Each group then received training form the TAP coordinators and the expert consultants on the best way to approach policy-makers in their countries and to lobby for solutions to their shared water difficulties. The primary suggestion that came out of these meetings was the need for a regional commission, including representatives from all three governments, to create the water policy for the region and to be responsible for handling and management of the shared water resources. To put some fun into the programme, the group had the opportunity to visit Mt. Nebo, an important site in all three of the region’s major religions, and the town of Madaba.

On the morning of February 6, the residents got a chance to meet with Mr. Khalaf Al hwemel, a Jordanian Parliamentarian from Ghour Safi community (a member of the water and agriculture committee) to practice the advocacy techniques that they learned the day before. After a Jordanian resident explained that a regional water commission was necessary, another explained the water issues that they face in their communities. Afterwards, an Israeli and a Palestinian briefly explained the problems that their communities face and how a regional commission would benefit all of the residents in the area. He also met with the group that contained only Israelis and Palestinians, so that he could better understand how residents are working together to address water issues in Israel and Palestine.
